The economic reasons in this C.lony which have rendered the

passage of subh a Bill desirable were fully explained by the Colonial

Secretary in his speeches to the Legislative Council on the different

radings of the Bill.

17. In my opinion this is an Ordinance to which His Excellency the

Officer Administering the Government may properly assent in the

name of His Majesty and on His behalf.
